Consumer Programs

PA Treasury manages four consumer programs that support Pennsylvanians: PA 529 College and Career Savings Program, Keystone Scholars, PA ABLE, and unclaimed property. Each program expands opportunities for consumers to receive and save money.

PA 529 accounts allow families to support their children as they save for their postsecondary education. Families can invest in the PA 529 Guaranteed Savings Plan (GSP) or the MorningstarTM Gold-Rated PA 529 Investment Plan (IP).

Keystone scholars logo

Keystone Scholars provides the first step for families to support their child’s future educational needs. All Pennsylvania children born on or after Jan. 1, 2019, can receive $100 through Keystone Scholars, which can be used for tuition, books, and other post-high school education expenses.

PA ABLE allows Pennsylvanians with qualifying disabilities to save for a wide variety of disability-related expenses without affecting their means-tested benefits. In 2026, individuals of any age can open a PA ABLE account if their disability occurred before age 46.

Unclaimed Property

Treasury is working to return more than $5 billion in unclaimed property to its rightful owners. More than one in 10 Pennsylvanians are owed unclaimed property, and the average claim is worth more than $1,000. Since taking office, Treasurer Garrity has returned more than $1 billion.
