


Welcome to the new and improved Contracts e-Library.
Transparency has been one of my biggest priorities since the day I was sworn in as Pennsylvania’s state treasurer. Taxpayers in Pennsylvania should never have to wonder how or where their tax dollars are being spent. The Treasury Transparency Portal allows taxpayers to track their tax dollars in real-time.
Now, users can search for state contracts using the Treasury Transparency Portal. With an improved search feature, searching is now easier than ever before. Users can also see total contract count by agency and fiscal year.
The Right-to-Know Law (RTKL) requires agencies to upload contracts valued at $5,000 or more, dated on or after July 1, 2008 to the site unless the contract is otherwise privileged. While the RTKL entrusts Treasury Department with the responsibility to receive contract information and make it accessible to the public, the obligation to submit contracts and summaries in compliance with the law remains with the agencies.

As we enter a new fiscal year, it's a good time to remind everyone that Chapter 17 of Pennsylvania's Right-to-Know Law (“Law”) requires state agencies to upload contracts valued at $5,000 or more, dated on or after July 1, 2008, to Treasury's Contracts e-Library. This Law tasked the Pennsylvania Treasury Department with creating a website where all contracts over $5,000 can be viewed in one place for all agencies, including the Pennsylvania General Assembly. Treasury remains committed to this assignment.
While the Law does not define the term contract, it has been defined in the Procurement Code to include, “type of written agreement, regardless of what it may be called, for the procurement or disposal of supplies, services or construction and executed by all parties in accordance with the act of October 15, 1980 (P.L.950, No.164), known as the Commonwealth Attorneys Act.” The term contract also includes grants for services.
To access e-Contracts and find a contract, please visit the e-Library at the Pennsylvania Treasury's OpenBookPA page. Please be advised that agencies may redact contracts in accordance with the Law.
