Act 13 Impact Fee Overview

Act 13 establishes Pennsylvania’s unconventional gas well fee—commonly known as the Impact Fee—and outlines how associated revenues are collected and distributed to state and local governments. The Pennsylvania Public Utility Commission (PUC) administers both the assessment and disbursement of these funds.
